Sir,

With reference to Your Excellency's telegram of October 12th last, regarding the development of Coal Mining areas in the Canton Province by British capital, I endlose for information copy of a letter from Mr. Moore-Bennett, suggesting a basis for the working of the iron and coal of the Province

under British auspices.

Mr. Moore-Bennett states that he has discussed

the question with Ir. Severn, but, I have been unable to ascertain whether he is authorised to present any concrete proposal on behalf of Messrs. Bewick Moreign and Company wid Sir William Beardmore, Ltd.

I should be glad af information as to whether any progress has been made with the former proposal to develop the coal mines of Kuangtung under British auspics, and I enclose copy of a despatch which I have today addressed to the Foreign Office in regard to reported Japanese activities in the area in

question.
